Mission
Substance Abuse Rehabilitation Program (SARP) Treatment Programs Department of the Naval Hospital Camp Pendleton mission is to deliver optimal and safe, integrated outpatient services that provides a comprehensive and therapeutic approach to the care of active-duty service members that may experience any combination of mental health and/or substance use / addictive conditions. To maintain medical readiness to prepare our active-duty service members to deploy in support of operational forces.

To deliver world-class, comprehensive and integrated care that will provide our service members with the tools necessary to return to active-duty or assist them in transitioning back to civilian life without residual symptoms.
The SARP team support all active duty aboard MCB Camp Pendleton. Additionally, some remote duty stations are supported through Virtual Behavioral Health initiatives. We offer the following services / treatment programs:
- SUBSTANCE USE SCREENING SERVICES - In-Person and Virtual
To evaluate and determine need, if any, for substance use treatment.
A 2-day psychoeducational course conducted online.
- COGNITIVE BEHAVIOR THERAPY (CBT) SKILLS COURSE - In-Person and Virtually
CBT Skills Course delivers a curriculum of Cognitive Behavioral Therapy in just 3 weeks over 12 sessions, which are each 90 minutes in length. NO REFERRAL NEEDED.
- OUTPATIENT PROGRAM (OP) - Currently offered Virtually
Level I Treatment Program, 3 week treatment program designed to address mild to moderate substance disorders.
- INTENSIVE OUTPATIENT PROGRAM (IOP) - In-Person and Virtual
Level II Treatment Program, 6 week-long program, patients in IOP have moderate to severe mental health condition(s). IOP patients may have mental health (depression, anxiety, etc.) and/or substance use/addictive disorders (e.g., alcohol use disorder, gambling, sexual addictions, etc.) that if co-occurring, are treated simultaneously. IOP generally has 3 clinical tracks: General Behavioral Health; Trauma (Combat / MST); and Substance /Addiction Specific to best tailor evidence-based treatments such as Cognitive Behavioral Therapy (CBT), Cognitive Processing Therapy (CPT), Dialectical Behavioral Therapy (DBT), and MBCT to patients' specific needs.
Available services in Holistic Health include: Tai Chi, Yoga, and Therapeutic Massage. These services are integrated in the IOP.
- OUTPATIENT SPECIALTY SUPPORT GROUPS
Open / drop-in groups: Recovery Group, Women's Group, Men's Group, Relationship / Situationship Group, and CBT Alumni group, to name a few. NO REFERRAL NEEDED.
The
Substance Abuse Rehabilitation Program (SARP) is located in the 27 Area near the Thrift Shop. The SARP staff support all active duty aboard MCB Camp Pendleton. Additionally, some remote duty stations are supported through Virtual Behavioral Health initiatives. The services provided include both voluntary and incident referral screenings, outpatient treatment, and intensive outpatient treatment for substance use disorders. The staff also provide some dual diagnosis (mental health conditions with substance use) treatment as staffing and demand for substance use treatment allows. The SARP clinic also works closely with support services onboard Camp Pendleton such as the Substance Abuse Counseling Center and command Substance Abuse Control Officers (SACOs).
